B2B vs B2C sales: what changes for FBR reporting

B2B means selling to another business. B2C means selling to the final consumer. For FBR reporting, you also need to know the buyer’s registration status and the reporting system your business must use. These are separate questions.

A wholesaler selling stock to a shop makes a B2B sale. The shop selling an item to a family makes a B2C sale. Neither label tells you, by itself, whether the buyer is registered for sales tax or which FBR integration applies.

What belongs on an FBR digital invoice?

Prepare the seller and buyer details required for the transaction, the invoice date, product descriptions, quantities, applicable HS codes, prices and tax amounts. Enter the buyer’s registered or unregistered status correctly. Your software should check the required fields before submission.

After FBR accepts the invoice, keep its invoice reference with the document. Your invoicing software uses the response to prepare the final invoice and QR code. A draft in your billing system does not prove that FBR accepted it.

FBR POS integration connects the retail billing systems of retailers covered by the applicable requirements. A POS receipt and a digital invoice can have different reference formats and verification methods. Check the document and the reporting system rather than guessing from the buyer’s name.

Frequently asked questions

Is every B2B buyer registered for sales tax?

No. B2B describes the commercial relationship, not tax registration. A business buyer may be registered or unregistered. Check the buyer details required for your sale instead of treating a company name or an NTN alone as proof of sales-tax registration.

Is FBR digital invoicing only for B2B sales?

No. FBR’s digital invoicing guidance covers sales that a registered person must report in Annexure-C of the sales-tax return. Do not choose the reporting system solely because the buyer is a business or an individual.

Does every B2C sale use the FBR POS system?

No. A consumer sale is not automatically a Tier-1 POS transaction. Use the system and invoice requirements that apply to your business registration and FBR integration. An online sale to a consumer is still B2C.

Can one business handle trade customers and retail customers?

Yes. Keep both customer types in your records, capture the required buyer details and report through the applicable FBR setup. Reconcile the sales together so the same transaction is neither missed nor reported twice.
